Question: What is the ruling on reciting Durood Sharif before Adhan?
Answer:

Reciting Durood Sharif before Azan is permissible, however it should not be recited in such a way that the one listening thinks that the Durood Sharif is part of the adhan.
There should be a gap in between the Durood Sharif and Adhan.
Durood Sharif is allowed to be recited at all times as the Allah says in Surah Ahzab Verse 56
اِنَّ اللّٰهَ وَمَلٰٓـئِكَتَهٗ يُصَلُّوۡنَ عَلَى النَّبِىِّ ؕ يٰۤـاَيُّهَا الَّذِيۡنَ اٰمَنُوۡا صَلُّوۡا عَلَيۡهِ وَسَلِّمُوۡا تَسۡلِيۡمًا
Translation: Indeed, Allah showers His blessings upon the Prophet, and His angels pray for him. O believers! Invoke Allah’s blessings upon him, and salute him with worthy greetings of peace.
Reciting Durood Sharif after the Adhan is proven from the Sunnah and is in Sahih Muslim.
