Question: If someone breaks their Wudhu whilst making Wudhu, do they have to start again?
Answer:
If someone passes wind whilst performing Wudhu or if any other thing occurs which nullifies Wudhu then the Wudhu must be started all over again and all the parts that have been washed before must be washed again. This is to the extent that if someone had taken water in the palm of their hand and passed wind then this water (in their palm) is no longer usable and it must be discarded.

Therefore the answer is yes, if someone breaks their Wudhu whilst making Wudhu they do have to start again
